The transition from centralised lab to federated capability is a digital transformation challenge, not a technology deployment. It requires changes to reporting lines, funding models, capability development plans, and performance metrics. It requires leaders who understand both the AI domain and the organisational dynamics. And it requires deliberate design — it won't happen organically.
